Important developments are underway that could significantly transform the Canadian broadcasting sector. Proposed regulations would require foreign streaming services to contribute a portion of their annual Canadian revenues to support Canadian content. If implemented, these measures are expected to generate substantial new funding for the sector, strengthening support for Canadian creators and independent production funds.
For the Black Screen Office Fund (BSOF), these contributions would provide critical long-term stability to support Black-led content and help nurture the growth of skilled Black talent across the industry. At this time, however, there is no confirmed implementation timeline, as the matter is currently subject to ongoing court proceedings.
The Black Screen Office Fund (BSOF) was certified as an independent production fund by the Canadian Radio-television and Telecommunications Commission (CRTC) on November 8, 2023. This certification represents a pivotal milestone in our mission to amplify and support Black voices within the Canadian screen industry.
The CRTC’s approval recognizes the vital role of the BSOF in fostering the development, production, and broadcast of original programming that reflects the experiences and stories of Black Canadians. Certification confirms that the fund meets industry best practices and standards, including strategic approaches to training, capacity building, and equitable resource allocation. These efforts directly address the long-standing underrepresentation of Black talent in the screen sector.
The Black Screen Office Fund is positioned to be a transformative force for Black creatives and storytellers in Canada and beyond. While there is no updated timeline for launch at this time, work continues to prepare the fund for future operations. Additional details, including processes, application guidelines, and our long-term vision, will be shared as clarity emerges.
