Québec Report

Being Seen: Québec Report presents a focused examination of the experiences of Black and racialized creators working across Québec’s screen industry. Grounded in focus groups and industry consultation, the report surfaces the systemic barriers shaping who gets funded, who holds decision-making power, and which stories are told.

It identifies key gaps in representation, persistent structural inequities, and the impact of Québec’s distinct cultural and policy context on access and inclusion. Alongside these findings, the report outlines 16 directives designed to guide funders, broadcasters, and industry leaders toward more equitable, accountable, and sustainable practices.

Both a research study and a call to action, the report offers a clear roadmap for building an industry that reflects the full breadth of talent and storytelling in Québec.
